Professor Stephen Glaister, director of the RAC Foundation, has called for a major shift in the way roads are built and paid for in England.
A ‘pay as you go’ taxation system could help to alleviate congestion, increase the amount spent on road infrastructure and cut fuel and road duties, he claims,
He said: "Our poll shows that most people are instinctively opposed to road charging when they think it is an extra tax. But when the details are explained and they realise the benefits then the opposition falls away dramatically.”
He added: "Motorists are resentful of the relentless rise in the cost of fuel and feel short-changed by the amount spent on the road network. But these proposals address such issues. People are very familiar with the principle of pay-as-you-go. For example we are already charged for gas and electricity on the basis of how much we use.”
Professor Glaister's report identifies a number of key issues for UK road users, including “a lack of vision” for the road network, a predicted 33 per cent increase in traffic by 2025 and a continuing decline in the amount spent on road infrastructure.
Meanwhile, half of all fatal road crashes occur on one tenth of Britain’s roads, according to a report by charity the Road Safety Foundation.
